An Act to be known as the Texas Mass Transit Authority Act; defining terms; providing for a study and the development of a plan for establishing an Authority; providing for the creation of the Authority through an election procedure; providing for the extension of the jurisdiction of the Authority; providing for the management through an Authority Board; conferring powers on the Authority and its Board, including the power of eminent domain, the power to adopt rules and regulations, the power to establish rates, fares, tolls and charges, the power to accept grants and loans from the United States and other sources, and other powers; providing for the financing of the Authority through the imposition of taxes or other methods; providing for assessing and collection of taxes authorized; providing for the power to issue bonds; providing for the issuance of certificates of indebtedness; providing that the property is exempt from taxation; providing for the right to enter property to make surveys and examine the land; providing a severability clause.
