Validating the Lubbock County Water Control and Improvement District No. 1, of Lubbock County, Texas, and declaring it to be a validly existing and operating water control and improvement district; validating the boundaries thereof, the confirmation thereof, and the plan of taxation adopted therein; validating all governmental acts and proceedings; finding and determining that the land and all other property within the district are, and will be benefited by the district; defining and enumerating the powers, duties, functions, and procedures of the district; providing for the method of electing directors of said district and for the administration of its affairs and authorizing the financing of its operations and its capital improvements; providing that this Act shall not validate any Act or proceeding which is the subject of litigation; containing other provisions relating to the subject; providing for severability.
