Amending Article 2 of Chapter 67, Acts of the 59th Legislature, Regular Session, 1965 (codified as Article 5547-202, Vernon's Annotated Texas Civil Statutes) to add a new section providing for the establishment of administrative rules and procedures, including a review board or boards for the purpose of providing due process procedures for determining whether or not a patient or student is manifestly dangerous, and for the transfer, furlough or discharge of patients or students to or from a maximum security facility.
