Amending the Municipal Annexation Act, as amended; reducing the length of time after the effective date of annexation of an area to a city in which such city must provide the annexed area with governmental and proprietary services substantially equivalent to other areas of such city having similar characteristics of topography, patterns of land utilization, and population density; prohibiting annexation of land by any city for the sole purpose of extending such city's area of extraterritorial jurisdiction; relating to the minimum width of an annexed area; adding a new Section to the Municipal Annexation Act to require each city to create an annexation review commission, providing for its members and their qualifications, providing the duties and powers of such commission and other provisions; authorizing certain cities to annex adjacent territory without the consent of the residents thereof.
