Relating to the establishment of a permanent voter registration system; amending requirements for information on voter registration applications; providing for biennial issuance of voter registration certificates to all permanently registered voters; authorizing the Secretary of State to provide a service program to assist registrars; providing authority for the county registrar of voters to determine the ineligibility of disqualified registrants; amending time limitations for transfer of voter registration in change of residency from precinct to precinct within a county and in change of name requests; amending provisions relating to state reimbursement of funds to the county for the conduction of voter registration; providing for the stamping of party primary vote connotation on the voter registration certificate; authorizing the Secretary of State to expend unused funds previously appropriated.
