Relating to minimum retirement benefits for auxiliary members and monthly retirement benefits of certain retired teacher members and their beneficiaries under the Teacher Retirement System; authorizing and appropriating an amount to finance the increases provided by this Act and prescribing the conditions under which and the time at which this amendatory Act shall become effective and operative as law.
