Relating to the rights, powers, authority, privileges, and functions of the Guadalupe-Blanco River Authority; making certain provisions as to bonds and notes, offices, records, and audits of the district; finding notice of intention to introduce this Act; excepting from application or effect of this Act litigation begun prior to its effective date which questions the legality of acts or proceedings of the board or district.
