Relating to the establishment, organization, governance, administration, maintenance, operation, powers, duties, rights, privileges, functions, limitations, obligations, and financing of the Nueces River Authority; providing the applicability of other laws and the relation of the authority to other agencies; providing for bids on certain contracts; providing for levying of fees and charges and for the acceptance and use of funds; providing for the authority's bearing the expense of relocation of certain properties; providing procedures for the issuance of bonds and refunding bonds; providing for their terms and security; providing for taxing authority and for elections in connection with the levy of taxes and issuance of bonds and for their eligibility for investment and security for deposit of public funds; providing for judicial review; providing enforcement procedures and penalties for violations; providing transition provisions.
