To be known as the Act for Development of Employment and Industrial Resources of 1977, relating to the promotion of industrial development and employment by certain political subdivisions of the State of Texas; authorizing such subdivisions to acquire certain properties, to issue revenue bonds, and to lease, sell, or convey said properties for the promotion of industrial development and employment; providing the procedures to be followed and making certain findings with respect to the need for such facilities; providing for regulation by the Texas Industrial Commission; and declaring an emergency.
