Authorizing the board of regents of the University of Texas System to levy and collect from each student attending The University of Texas at Austin a compulsory fee for establishing, operating, maintaining, improving, equipping, constructing, adding to, and/or remodeling the existing Texas Union building or buildings on the campus of The University of Texas at Austin as may be authorized by the Board of Regents; repealing all laws in conflict.
