Relating to and authorizing the payment of premiums of group life, health, and accident insurance policies for retired employees of the Texas Department of Mental health and Mental Retardation who accepted retirement under the Teacher Retirement System of Texas, retired employees of the Texas Youth Council who accepted retirement under the Teacher Retirement System of Texas, and retired employees of the Texas Retirement System of Texas, and reitred employees of the Teacher Retirement System of Texas who accepted retirement under that system; relating ot the funds from which payment of premiums is to be made, the rules and regulations governing payments, and the times at which such regulations shall be promulgated and payments by the state are to be made to the various agencies.
