Relating to appeals by the ratepayers of a municipally owned electric utility outside the municipal limits from utility rate actions by the governing body of a municipality; requiring the Public Utility Commission of Texas to promulgate rules and regulations prescribing the form of rate schedules and other records filed by municipally owned electric utilities in such appeals; and declaring an emergency.
