Establishing a Prosecuting Attorney Retirement System; providing for retirement and death benefits thereunder and contributions thereto; defining creditable service; providing for acquisition of prior creditable service; prohibiting the private practice of law by any contributing member; authorizing the Employees Retirement System of Texas to administer the program and providing compensation therefor; permitting withdrawl of funds heretofore contributed to any other state authorized retirement system; providing for severability; repealing all laws in conflict and declaring an emergency.
