Directing the Texas Water Commission, pending action by the 73rd Legislature, not to issue a permit for a landfill which would be located within the service area of a currently operating recycling facility, or a recycling facility which is under construction, if the Commission finds that the recycling facility is capable of meeting the demand for solid waste disposal within the service area.
