Relating to the administration, powers, duties, and continuation of the Texas Department of Water Resources, the Texas Water Development Board, and the Texas Water Commission; the transfer of powers and duties over water and sewer utilities to the Texas Water Commission from the Public Utilities Commission of Texas; and the transfer of the powers and duties over certain municipal hazardous waste to the Texas Department of Water Resources from the Texas Department of Health; providing penalties.
