Relating to powers of municipalities over the rates, operations, and services of electric utilities, the right of municipalities to participate in regulatory proceedings which affect the rates and services of electric utilities, the right of municipalities to be reimbursed for the reasonable costs of such participation, and the right of municipalities to participate in judicial proceedings resulting from regulatory actions affecting rates and services of electric utilities by amending Article III, Section 17 of the Public Utility Regulatory Act (Articles 1446c, Vernon's Texas Civil Statutes).
