Providing for the exercise by the state of the regulatory authority of the United States Army Corps of Engineers over the discharge of dredged or fill material under Section 404 of the Federal Water Pollution Control Act Amendments of 1972 (33 U.S.C. Section 1344), and regulations issued thereunder; providing that the provisions of this Act are not severable.
