Adding a new Subsection (e) to Section 18 and amending Sections 35 and 36, Chapter 1036, Acts of the 62nd Legislature, 1971, as amended (Article 8451a, Vernon's Texas Civil Statutes), to allow educational cosmetology programs without temporary licensing of participants under certain conditions, to remove the requirement of blood tests for licensing, and to provide for temporary permits for cosmetology demonstrations outside of licensed shops.
