Providing for legislative recognition of the problems relating to congestion of traffic in the Capitol Complex and urban problems caused by the high concentration of state employees in the capital; providing for the creation of a Division of State Government Decentralization in the office of the governor; providing for the employment of staff; requiring that the Division undertake certain studies and establishing procedures for the conduct of such studies.
