Relating to the designation of the governor to represent the state in negotiating a compact among the states bordering the Republic of Mexico; setting forth the functions and duties of the Greater South Texas Cultural Basin Commission; calling for a biennial report by the governor; and providing for ratification of any compact by the legislature.
