Creating the Governor's Office of Equal Employment Information; requiring all agencies and departments of the State of Texas, including state-supported institutions of higher learning, to prepare and maintain written plans to assure implementation of programs of equal employment opportunity; requiring such plans to be filed with the Governor's Office of Equal Employement Information on October 1 of each year; requiring progress reports to be filed with the Governor's Office of Equal Employment Information on April 1 of each year; declaring such plans and reports to be public information.
