Relating to establishing the Medical Insurance Injury Compensation Commission of Texas; providing for the membership, duties, rule making authority, and operating procedures of the Commission; establishing a procedure to hear and determine claims for injuries or death to patients as a consequence of medical injury; requiring that all health care providers be insured under policies of medical professional liability insurance or show continuing proof of financial responsibility; regulating policy forms and rates for medical professional liability insurance; providing a special schedule of compensation and awards for medical injuries; providing for the award and taxing of costs of proceedings before the Commission; providing a procedure for appeals from final determinations of the Commission; providing a source for the funding of the administration of the Act; establishing a transitional date after which all claims for medical injury shall be filed with the Commission; providing a penalty for the filing of false claims; providing for the creation, operations, powers, functions and duties of a Medical Board to assist the Commission; repealing all laws in conflict; establishing an effective date; relating to the transfer and sale of surplus and salvage equipment and material by the Board of Control.
