Ratifying, confirming, approving and validating the creation and organization of and all proceedings and actions taken by the board of directors of the Crosby Municipal District of Harris County, Texas, including all proceedings and actions taken by the board of directors or governing bodies of said district; all bonds heretofore voted, authorized, approved, sold or issued by said district, provided such bonds were authorized by a majority vote of taxpaying electors and related matters; excluding bonds involved in litigation on the effective date of this Act if such bonds are finally determined to be invalid; providing a saving clause.
