Providing that any city, whether general law or home rule charter, may contract with a district created pursuant to Article XVI, Section 59 of the Texas Constitution, for the collection and disposal of solid waste, providing that cities may pledge to the payment of such contracts sanitary service fees and other revenue of the city, to pay such contracts, providing that cities may adjust such sanitary service fees in order that such fees together with other revenues, if any, of the city are sufficient to meet the contractual obligations, that may include operation and maintenance expenses, and debt service of the district's revenue bonds issued for solid waste improvements, providing a severability clause, and declaring an emergency.
