Relating to the transfer of the East Texas Chest Hospital and all its land, buildings, facilities, improvements, equipment, supplies and property from the governance of the Texas Board of Health Resources to the governance of the Board of Regents of the University of Texas System; providing an effective date; providing a severability and saving clause.
