Amending the Insurance Code by adding thereto Article 3.51-5, authorizing and relating to the payment of group life and health insurance premiums with respect to retirements or deaths occurring before the effective date of this Act by members of the Central Education Agency, the Texas Rehabilitation Commission, and the Coordinating Board, Texas College and University System, a Texas senior college or university, and retired employees of the Texas Department of Mental Health and Mental Retardation who accepted retirement under the Teachers Retirement System of Texas, and retired employees of the Texas Youth Council who accepted retirement under the Teachers Retirement System of Texas; making provisions to pay such premiums, providing for time of payment and providing for the rules and regulations according to which payment shall be made; authorizing appropriations.
