Relating to amendment of the Insurance Code to establish a joint underwriting association for the writing of medical liability insurance in Texas and providing for the plan of operation of the association; requiring all insurers authorized to write personal injury liability insurance in Texas to participate; providing for approval of forms and rates by the State Insurance Board; providing a procedure for appeals; requiring the association to file annual statements and to be examined annually; providing an effective date.
