To prohibit the deposit of specifically named toxic wastes within the land or on the surface of the land for the purpose of ultimate disposal; to provide a short title; to define certain terms; to establish prohibitions on the depository of certain Waste matters on or beneath the surface of the land; to provide for mandatory notice to be given for the removal of certain wastes; to provide for exceptions; to repeal conflicting laws; and declaring an emergency.
