To establish a State policy for the environment, to require State agencies, commissions, departments, boards, institutions, and political subdivision to comply herewith, to require cost-benefit analyses, to require environmental statements to be filed by private applicants for state action and by state entities, to provide for the establishment of an Office of Environmental Quality, and for other purposes, and to declare an emergency.
