Relating to the supreme court, the court of criminal appeals, and the courts of appeals and to the jurisdiction, places for transacting business and hearing cases, powers, duties, authority, procedures, records, and fees of the courts; providing for the qualifications, duties, powers, appointment, terms, election, removal, and compensation of the judges of the courts and for the duties and compensation of district and county attorneys and the necessary clerks, officers, and employees of the courts; providing for bail in certain cases after reversal of a conviction; providing for the creation of judicial offices for courts of appeals; providing the jurisdiction of and procedure for the trial and appeal of civil and criminal cases and cases of original jurisdiction; providing an effective date and transition procedures.
