Relating to the authority of the Texas Library and Historical Commission to accept certain gifts and donations and to its powers, duties and obligations with regard to such gifts and donations in acting for itself and for the state; amending Chapter 503, Acts of the 62nd Legislature, Regular Session, 1971 (Article 5442b, Vernon's Texas Civil Statutes), by adding Section 2A; and declaring an emergency.
