Authorizing the Board of Directors of The Texas A&M University System to lease, construct, and acquire buildings and improvements and sites therefor in the Texas Medical Center in Houston for classrooms, research space, and residential space for conducting research in nursing and for teaching senior-level nursing students from Prairie View Agricultural and Mechanical College of Texas; providing for research, teaching and residential space for health related courses, research and service programs involving Texas A&M University in cooperation with medical colleges in the Houston area; authorizing the expenditure of General Revenue funds; authorizing the issuance of revenue bonds and pledges of revenues of the Board and tuition charges in support of such bonds; authorizing the Board to accept and administer grants and gifts; providing a severabililty clause; and declaring an emergency.
