Relating to amending certain statutes by prescribing certain duties of the clerks of the Courts of Civil Appeals with reference to the filing, recording and preservation of the records and proceedings of the Courts; requiring the preservation of the opinions of the Courts; providing for the disposition and destruction of records; providing for the filing of motions relating to the preservation of such records in certain cases.
