Relating to providing for a salary of not less than twenty-one hundred dollars ($2100.00) nor more than twenty-eight hundred dollars ($2800.00) per annum for Justices of the Peace who are compensated on a salary basis in precincts situated in a county with at least 39,000 inhabitants and not more than 40,000 inhabitants according to the last preceding Federal Census, and which county includes a city of at least 19,100 inhabitants.
