Relating to validating and approving all acts of the governing bodies of cities and towns of the State of Texas operating under the provisions of the General Laws of Texas and having a population of more than five thousand (5,000) in the issuance and sale of bonds to aid in financing certain public improvements for which a loan or grant has been made by any agent or agency of the United States Government.
