Relating to providing that it shall be unlawful for any person, firm, partnership, association, or corporation to sell or offer for sale within the State of Texas any goods, wares, or merchandise manufactured wholly or in part by convicts or prisoners in penal and reformatory institutions, except convicts or prisoners on parole or probation; providing exemptions and penalties.
