Relating to providing for the Board of Prison Commissioners to make recommendations to the Legislature of the State regarding the possible concentration and relocation of the prison system of Texas, and defining the personnel, powers, and duties of said Prison Commissioners, and providing for the Publication of the findings and recommendations of said Prison Commissioners and appropriating the sum of Twenty Five Thousand Dollars for the expenses of said Prison Commissioners and for the expenses and compensations of its employes.
