Relating to amending certain Act permitting railroad corporations, by and with the permission of the Railroad Commission of Texas and county commissioners court of the county wherein located, to change, relocate or abandon any portion of its line without and adjacent to the limits of certain cities so as to make same applicable to incorporated cities containing 20,000 inhabitants or more, according to the United States Census.
