Relating to granting incorporated cities and towns owning their own waterworks, the right to condemn private property in or outside of the city or town limits, for the purpose of acquiring right-of-way for digging or excavating canals, and for laying water mains into the city or town for the purpose of conducting water from any stream into the city or town for public use.
