Authorizing the Comptroller of Public Accounts to adopt a deferred compensation plan in accordance with the federal revenue act of 1978, Public Law No. 95-600, including the establishment of a trust to hold the contributions to the plan, a method to select vendors for the plan, establishing a loan program as authorized by the plan and allowing for salary deductions to repay loans.
