Reenacting the Bond Procedures Act of 1981 (Article 717k-6, Vernon's Texas Civil Statutes) with amendments of Sections 1, 3, and 5 and Subsection (b) of Section 6 and the addition of Sections 12 and 13; relating to the issuance of bonds and other obligations by or on behalf of political subdivisions; to the authority of the issuer as to terms, provisions, sale, records, transfer or change, security, and means of payment of bonds; authorizing certain credit agreements and delegation of certain functions; containing other provisions relating to the subject; and declaring an emergency.
