Relating to the creation, membership, terms, compensation, staff, and powers and duties of the Texas Public Building Authority; to the issuance, including refunding, of bonds for the financing, construction, and improvement of certain public buildings; prescribing the form, provisions, terms, characteristics, and use as investment or security for funds of the bonds; relating to the authority and duties of the State Purchasing and General Services Commission; to the purchase and use of certain property in the possession of the Texas Employment Commission; and to the relationship of the Authority to its predecessor board; validating acts of the previous board and prior appropriations; transferring property and obligations; authorizing appropriations.
