Relating to the authority and duties of a city relating to owning, operating, and financing garbage reclamation projects; providing procedures for the issuance of bonds, their terms and conditions, and their security; providing for refunding bonds; providing the characteristics of the bonds and for their eligibility for investments and as security for deposits of public funds; making bonds and profits exempt from taxes.
