Relating to the creation, membership, terms, compensation, staff, and powers and duties of a public authority to issue bonds for certain state building, communications, and data processing projects, to the issuance, refunding, and provisions of bonds, to the amendment of other acts necessary to accomplish the purposes of this Act, to specific projects approved for financing, to the creation of the State Lease Fund and to lease contracts, and to certain powers and duties of the State Purchasing and General Services Commission; providing for an appropriation.
