Relating to the continuation of the Texas Optometry Board and regulation and licensing of optometrists; prohibiting certain relationships and dealings between manufacturers, wholesalers, or retailers of opthalmic goods and optometrists; making certain exemptions; provding for enforcement procedures and civil penalties and giving certain rights and remedies to persons injured by violations.
