Relating to the inadmissibility of evidence relating to postmanufacture change in the state of the art or in the product in any civil action against a manufacturer or seller of a product for damages allegedly caused by a defect in such product, or by an alleged failure to warn or protect against any danger or hazard which may arise in the use or misuse of such product, or by an allege failure to properly instruct in the use of such product.
