Relating to the establishment of a requirement for a contract between an attorney and his client(s) when the client(s) is(are) claimant(s) in connection with an action for damages or personal injuries, death or property damage; and allowing the court to determine the amount of attorney fees to be allowed subjet to the statute when a settlement is made or a judgment rendered in excess of Twenty-Five Thousand Dollars ($25,000) with respect to any one claimant.
