Relating to the establishment of a limitation on the amount recoverable as punitive damages in any action for damages for personal injury, death or property damage; placing the burden of proof for such damages on the plaintiff and setting the standards for such proof; and permitting the defendant in any such action to show that the claim for such punitive damages was brought without just or reasonable cause or if the same is evident during the trial, then the court could award defendant judgment for expenses and attorney fees as the court sees fit against either the plaintiff or plaintiff's attorney or both.
