Providing for presidential preference primary elections and for the allocation of delegates and alternates to the national convention of a political party which holds a primary on the basis of the statewide results of the presidential primary; also providing for the election of delegates and alternates to the state conventions of parties holding primary elections through election at the general primary election; amending the Texas Election Code as follows: amending Section 212, as amended (Article 13.34, Vernon's Texas Election Code), and Subsection (a), Section 235, as amended (Article 13.58), and adding Section 235a; and declaring an emergency.
