Relating to liability insurance covering liability of units of government under the Texas Tort Claims Act; amending the Texas Insurance Code to provide for the creation, powers, duties, functions, and liabilities of an administrative agency to be known as the Texas Tort Claims Pool, composed of certain insurance companies; prescribing powers and duties of the State Board of Insurance with respect to the pool and its members; creating the Texas Tort Claims Administrative Commission and prescribing its membership, organization, powers, duties, and functions.
